Morgan County - Information on Home Rule

In a special meeting held November 26, 2025 at 10:00 a.m., the Board of Morgan County Commissioners called a special election for March 10, 2026, on the question whether to form a Home Rule Charter Commission and if so, to elect the members of the commission.
The Resolution is below. The election will be held in the same manner as the recent Coordinated Election and interested candidates for the commission will find more information below.
 
 
 

INSTRUCTIONS TO CANDIDATES

MORGAN COUNTY HOME RULE CHARTER COMMISSION

ELECTION DATE: MARCH 10, 2026

CHARTER COMMISSION

If approved by the registered electors of Morgan County at the special election on March 10, 2026, the Charter Commission will consist of eleven (11) commissioners.  Nine (9) of the eleven (11) charter commissioners shall be residents of the three Commissioner Districts, with a maximum of three (3) charter commissioners from each Commissioner District.  The remaining charter commissioners only need to be residents of Morgan County.

CHARTER COMMISSIONERS ARE ELECTED AT LARGE

All County voters may vote for one candidate for each position to be filled.  By way of example, voters may vote for three candidates for each district specific position. 

QUALIFICATIONS FOR OFFICE

A candidate for office must be eighteen years of age or older by the election date, a citizen of the United States, a resident in this state twenty-two days immediately prior to the election and a resident of Morgan County.  In the case of district specific charter commissioner positions, the candidate must be a resident of the identified district. 

SIGNATURES ON PETITIONS

Petitions may only be signed by registered electors of the County.  A minimum of twenty-five (25) signatures is required to submit a petition.  Circulators are encouraged to obtain more than twenty-five (25) signatures to ensure the minimum number of signatures is satisfied after signature verification. 

DECLARATION OF CANDIDACY

An Affidavit of Candidacy must be filed with the Clerk’s Office at the same time the nomination petition is returned to the Clerk’s Office. 

PETITIONS DUE DATE

Nomination petitions are due back to the Clerk’s Office no later than close of business on January 5, 2026.  Late petitions will not be accepted.
