Federal Regulations require State Departments of Transportation to develop a Statewide Transportation Improvement Program (STIP). The STIP contains capital and non-capital transportation projects and programs proposed for funding under Title 23 (highways) and Title 49 (transit) of the U.S. Code as well as all regionally significant transportation projects requiring an action by the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA).
The South Platte River Master Plan is a collaboration between Morgan, Washington, Logan and Sedgwick Counties, stakeholder groups along the river, and federal and state agencies funded through a DOLA (Department of Local Affairs) grant.

Citizens' Advisory Committee
The Board of County Commissioners convened a Citizens' Advisory Committee to develop a plan for the Morgan County Justice Center. The capabilities of this building have been exceeded by the agencies who occupy it.
The agencies housed in the current Justice Center are operating at full capacity and have no room to expand although growth within the county and the associated activity of these agencies continues to increase.
